
17th January 2025 – (Hong Kong) A National Security Department police officer is under scrutiny for allegedly secretly recording women’s undergarments during his off-duty hours in Tsim Sha Tsui. Upon being brought back to the Tsim Sha Tsui Police Station for investigation, the officer is suspected to have suddenly lost control of his emotions. There are suspicions that he attempted to tamper with a colleague’s firearm, leading to his swift restraint by other officers. The officer in question faces charges of illicitly recording or observing intimate body parts and attempting to possess a firearm without a licence. The case was brought before the Kowloon City Magistrates’ Courts today. The defendant is not required to enter a plea at this stage, and the case has been adjourned until the 13th of March for further inquiry, during which the defendant will remain in custody.
The accused, 39-year-old Ko Chun-chung, is identified in legal documents as a law enforcement officer. He stands accused of, on the 15th of January 2025, attempting to observe or film the intimate body parts of a woman, labelled as ‘X’, underneath her clothing at the E7 escalator of Tsim Sha Tsui MTR station. The equipment he used was manipulated to view or record these parts that would not have been visible otherwise, and he is alleged to have engaged in these actions for sexual reasons or deceitfully, irrespective of whether the woman, ‘X’, had consented to such actions. Additionally, he faces charges of attempting to possess a firearm without a license, specifically a police firearm, within the Tsim Sha Tsui police station on the same day.
The prosecution has requested a postponement of the case to allow for further investigation, including reviewing relevant CCTV footage and conducting forensic examinations. While the prosecution opposes bail for the defendant, the defence has made a bail application. Following the judge’s consideration of the arguments, the request for bail was denied, and the defendant has waived the right to a review of bail every eight days.
