17th January 2025 – (Hong Kong) The Transport Department (TD) has announced the opening of applications for passenger service licences for the operation of three packages of public light bus routes (green minibus routes), as detailed in a Gazette notice released today, 17th January.
The first package covers a circular route from Tuen Mun (San Tsing Street) to Lung Yat Estate in the New Territories. The second package operates a circular route from Choi Wan Estate to Kowloon Bay in Kowloon. The third package connects Caritas Medical Centre and Sham Shui Po (Yu Chau Street) in Kowloon.
Interested applicants can obtain the necessary application documents free of charge from various TD offices or download them from the TD website. These locations include the TD New Territories Regional Office on the 7th floor of the Mongkok Government Offices, the TD Public Light Bus Section on the 11th floor of the South Tower at West Kowloon Government Offices, the TD Urban Regional Office (Hong Kong) on the 37th floor of Immigration Tower in Wan Chai, and the TD Hong Kong Licensing Office on the 3rd floor of United Centre in Queensway.
A spokesperson for the TD emphasised the importance of reviewing the specific details and requirements of the proposed green minibus routes, along with the “Guidance Notes for Applicants” included in the application package. Applicants are urged to adhere to these guidelines when completing their forms.
All completed applications, accompanied by the required supporting documents, must be submitted in a plain envelope clearly marked “Application for Passenger Service Licence(s) in respect of the Package(s) of Public Light Bus (Scheduled) Route(s) Gazetted in January 2025.” Submissions must be placed in the tender box at the TD Headquarters, located on the 10th floor of the South Tower, West Kowloon Government Offices, 11 Hoi Ting Road, Yau Ma Tei, Kowloon, before noon on 14th March, 2025. Late submissions or applications sent via other methods will not be considered.
