15th January 2025 – (Hong Kong) A 32-year-old woman has been arrested in connection with the alleged kidnapping and coercion of Hong Kong residents in Thailand. Police have charged her with conspiracy to commit fraud, a decision that has drawn criticism from victims and their families.

Among the dissenters is former Yau Tsim Mong District Council vice-chairman, Andy Yu Tak-po, who has been assisting the families of the victims. He highlighted the case of Andy, a Hong Kong resident who was lured to a fraudulent operation and subsequently forced to pay a ransom to escape. Andy expressed frustration over the charges, questioning why authorities have not pursued human trafficking charges instead. He described the conspiracy to commit fraud as insufficiently severe, stating that the penalties do not serve as a deterrent.

Andy argued that the arrested woman was fully aware she was deceiving victims into believing they were entering legitimate employment, which would ultimately lead to their loss of freedom. He suggested that her actions could be classified as aiding in kidnapping or human trafficking rather than merely conspiracy to commit fraud.

Having endured the trauma of captivity, Andy recounted the pressure to repay a ransom that had forced him to borrow money from his family to secure his release. He condemned the actions of the intermediaries who facilitated the deception, highlighting the lasting impact of such schemes on victims and their families.
