4th January 2025 – (Hong Kong) A man was reported for allegedly selling puppies illegally for HK$1,500 each at Union Plaza Shopping Arcade in Fanling. Witnesses alerted authorities after a passerby noticed a puppy tied to a bench and engaged with the animal, only to be approached by a middle-aged man promoting the sale.

The man, described as approximately 50 years old and slightly overweight, claimed the puppy was a Kangal Shepherd Dog and showcased photos of its mother and previous litters. He insisted, “It’s only HK$1,500, a real bargain compared to the usual HK$18,800 for purebreds.”

Concerned about the legality of the transaction, the witness, Ms. Chan, contacted the police. Initially reporting the incident as a case of puppy selling, she was redirected to the Agriculture, Fisheries and Conservation Department. Following further discussion, she reported suspicions of animal cruelty, as the puppy was left in the sun without water or food.

Upon police arrival, they found the man with only one puppy and deemed the situation a misunderstanding. However, Ms. Chan’s concerns about the welfare of the animal and the legality of the sale remain significant.

Under the Public Health (Animals and Birds) (Sale and Breeding) Regulations, selling animals without the proper licenses can result in fines up to HK$100,000. All sellers must adhere to regulations to ensure animal welfare, and violations can lead to prosecution. This incident highlights the need for public vigilance regarding animal rights and illegal sales practices.
