14th January 2025 – (Hong Kong) A Russian, Iosif Dzhagaev, was arrested in TST on 24th October 2024 over allegations of indecent assault under Article 122(1) of the Hong Kong Criminal Code.
Dzhagaev, who has previously sought various political positions in Russia—including bids for mayor of Moscow and governor of St. Petersburg—claims he was in Hong Kong for personal and business purposes, including exploring opportunities to establish a company.
According to the Dzhagaev ‘s account, he was attending a religious event at the Chabad of Kowloon when the incident unfolded. After consuming alcohol, he was reportedly escorted from the venue and was walking home when he experienced an unwarranted physical encounter. He alleges that while walking along Chatham Road South, he felt someone touch him from behind. In response, he confronted the individual, asserting his intent to report the matter to the police. However, he claims the individual ignored him and continued walking, prompting him to seek assistance from nearby bystanders.
The arrival of police resulted in his arrest, an event Dzhagaev describes as shocking and unjustified. Following his detention, he was taken to a police station where he alleges his rights were not properly upheld. He has raised concerns about the interrogation process, claiming he was denied access to a preferred interpreter and that his requests for a lie detector test and cross-examination were dismissed. He has subsequently refused to sign documents he considers to be false, steadfastly maintaining his innocence.
After several days in custody, Dzhagaev was released on bail on 30th October, 2024, required to pay HK$10,000. He has been working to secure legal representation. However, communication challenges due to the absence of English-Russian translation services have added to his stress as he prepares for upcoming court appearances. Meanwhile, the case has been adjourned to 27th January, at Kowloon City Magistrate’s Courts.
Dzhagaev claims he was in Hong Kong for both personal and business purposes, including looking into opportunities to establish a company. Meanwhile, the regional branch of the All-Russian political party “Civil Initiative” has raised concerns about his case.
